In my day-to-day activity, I get this question on a regular basis, where exactly do you refer to as the Central Business District in Abuja. Thus I decided to share this for the benefit of many.
The Central Business District (CBD) also known as Central Business Area is the core business area in Abuja. The CBD is in the phase 1 development plan of the Federal Capital Territory. The CBD is located at the centre of Abuja phase 1 with Garki on the south, Maitama on the north, Wuse on the west and Asokoro on the east.
Some distinct/ major roads in Central Business Area of Abuja include; Herbert Macaulay Way, Mohammadu Buhari Way, Independence Avenue, Constitution Avenue, Ahmadu Bello Way, Tafawa Balewa Way and Olusegun Obasanjo Way.

THE 6 LOCAL COUNCILS OF FCT
FCT territory is currently made up of 6 local councils, comprising the City of Abuja and the Local Government Areas. Which are: Abaji, Abuja Municipal, Gwagwalada, Kuje, Bwari, Kwali
ABUJA DISTRICTS AND PHASE DEVELOPMENT
The Federal Capital Territory is divided into districts, and the districts are grouped into development phases (it is called phases for the purpose of development); There are phase 1, phase 2, phase 3 and phase 4. Each phase is divided into districts and cadestral zones.
Most districts in Phase 1 and phase 2 are highly developed with infrastructure in place. Some districts in phase 3 and phase 4 are also developed while others are still being developed.
PHASE 1
This is regarded as the highbrow area in Abuja, where the elite live. People who live here can have other houses and lands in other districts of FCT for investment purpose and rental income. Also this is where most big companies and Federal ministries in FCT are located. The Abuja International Housing Exhibition took place here in July, 2018. Precisely at International Conference Centre (ICC), Central Business Area. It was a huge success.
All the districts in this phase with exception of Guzape are fully developed with infrastructure in place, the districts include; Asokoro District (Cadastral Zone A04), Central Business District(Cadastral Zone A00), Garki 1 District(Cadastral Zone A01), Garki II District (Cadastral Zone A03), Guzape District (Cadastral Zone A09), Maitama District (Cadastral Zone A05 and A06), Wuse District (Cadastral Zone A03), Wuse II District (Cadastral Zone A07 and A08).
PHASE 2
Most districts in phase 2 are highly developed and others are being developed, they include; Gudu, Durumi, Utako (this is where the major garage in FCT Abuja is located. You will always see people travelling by roads boarding from Utako), Jabi, Wuye, Kado, Mabuchi, Katampe (& Katampe Ext), Jahi, Dakibiya, Kaura, Duboyi, Gaduwa, Dutse.
PHASE 3
Districts in this phase include;
Gwarinpa, Galadimawa, Dakwo, Lokogoma (Lokogoma is where we have our Micheville Estate (Already built 4 bedroom detached duplex and off plan 3 bedroom Terrace duplex). Surrounded by other well developed beautiful estates. Shoprite is also close to Lokogoma), Wumba, Saraji, Kabusa, Okanji, Pyakasa, Nbora, Karma.
PHASE 4
Most districts in phase 4 are still being developed, they include;
Karsana, Sabo Gida, Idu, Idogwari, Gwagwa, Kaba, Kajini, Ketti, Shertti cheche, Waru-Pouma, Gwari, Bude, Chafe, Jaite, Mamusa, Burun, Purfun
FAST DEVELOPING DISTRICTS WITH GREAT INVESTMENT PROSPECTS
These districts have attracted some development and many people who work in the FCT live in these districts and many people are fast building their houses here now. These include;
Kubwa, Gwagwalada, Nyanya, Karu, Jukwoyi, Chika, Kuchigworo, Mpape, Dei-Dei, Lugbe.
